Description:

Two people drowned in the Mexican border city of Tijuana when they were swept away by floodwaters over the weekend, Baja California state emergency management officials said. Torrential rains in the area unleashed streams of water that forced the closing of a stretch of the Tijuana-Mexicali federal highway in the La Rumorosa sector. One of the victims was identified as Alfredo Garibay Bañuelos, a security guard whose body was found in the Tijuana River channel. The other victim, who has not been identified, was swept into a pipe that releases water on a beach west of the border city, where the body was found. Residents said the man lived in the area and may have fallen when a hill collapsed in the heavy rains. The western section of Tijuana, located near San Diego, California, experienced intense rain over short periods of time, emergency management office director Alfredo Escobeo said. The only other city in the state reporting problems was the port of Ensenada, where telephone service was lost.
