Situation:

Rhode Island State Police say an off-duty trooper has died in a crash after losing control of his car in a pool of water left over from the weekend's storms. Police say 41-year-old James Dougherty Jr., a detective sergeant, was killed early Sunday in West Greenwich. They say his car hydroplaned in a large patch of standing water and hit a utility pole. Police say the wind-whipped storm that lashed the region has left large patches of standing water throughout the area and pushed some rivers to their banks. High winds early Sunday also toppled a tree in South Kingstown, which it fell on a house and pulled down power lines. The storm is part of a larger patch of poor weather that has lashed New Jersey, New York, Pennsylvania and southwestern Connecticut with high winds and heavy rain.
